AEMO/Aurecon 2024 review provides a generic black-coal new entrant heat rate of 8.98 GJ/MWh and availability assumptions for Australian black coal plants; the same review also contains a generic sub-critical boiler O&M example, which is used here only as a fallback proxy because plant-specific O&M was not located.
