No plant-specific greenfield construction cost for Hallam Road was found in accessible owner/government sources. AEMO's draft 2025 Energy Technology Cost and Technical Parameter Review provides a hypothetical landfill-gas project benchmark of $10.2 million EPC cost, which has been used as the fallback capex estimate. The benchmark O&M values are also from that same AEMO/GHD review. Hallam Road appears in the Victorian ESC licence as one of LMS Energy's licensed generation facilities, but no commissioning date was located in the searched sources.
